The Rainbow Process does not allow for exact knowledge of the location until ~june 10. That is when the Spring Council meets with reps from all the holding camps (which sometimes is just one holding camp) and decides where to go. I have seen a clusterF*&k where many folks disagreed right up to the last day as to where to go. I have also seen situations where, after the Spring Council made it's decision, it became clear that decision was a lousy one, but because of process, we decided that "a decision's a decision," and did not uproot when it would have been wiser to do so.
